Mayor Isko Pushes For 2-Party System, Election of 34 Senators From 17 Regions, Election Of Party-List Reps By Region

AKSYON DEMOKRATIKO presidential candidate Isko Moreno Domagoso on Sunday said he will push for political reforms that includes the return to a two-party system, tandem voting for president and vice president similar to the United States and the election of two senators by region for a total of 34 senators.

Moreno is also keen in making the Party-list voted by region similar to the his plan for the Senate as this will ensure proper representation from under-represented sectors, including farmers, fisherfolks, urban and rural poor and indigenous peoples living in far-flung provinces.

“I believe it’s high time to return to a two-party system with17 regions represented by two senators per region. Kasi gusto kong makakita ng mga senador na Moro, Igorot, Aetas or IPs sa ating bansa. Para naman hindi isang pamilya lang ang napupunta sa Senado. So, yun po ang paniwala ko at yung presidente at bise presidente pag binoto at nanalo ang presidente, automatic yung vice president nanalo na rin,” Moreno said in his rebuttal on the issue of Party-list during the PiliPinas Debates 2022: The Turning Point (Part 2).

Moreno said a return to a two-party system and the election of two senators per region is also a way of solving the problem of political dynasty, which was one of the issues discussed during Sunday’s presidential debates at the Sofitel Philippine Plaza Hotel in Manila.

“Napapanahon na, hinog na, na tayo’y bumalik sa two-party system. We elect the President. At the same time, pag nanalo yung presidente, para walang away yung presidente’t bise presidente, sabay silang mananalo,” he said.

“Labingpitong rehiyon, dalawang senador bawat rehiyon para may talagang representasyon doon sa kanilang rehiyon. At ang isang ordinaryong nanay o tatay na nagsikap, nakapag-produce ng mabuting bata at magaling doon sa kanilang rehiyon ay mabigyan ng pagkakataon ng representasyon sa Senado,” Moreno added.

Moreno also maintained that the Party-list must continue but he hastened to add that safeguards must be put in place though the empowerment of the Commission on Elections which will determine if a Party-list is really a party-list of the marginalized and under-represented sectors.

“That includes the party system. It has to be regionalized para malimitahan nang malimitahan ng Metro Manila, what they call the imperial Manila. Malimitahan nang malimitahan na yung mayayaman sa Metro Manila, nag-eelect, gumagawa ng Party-list system. So, makukuha natin ‘to, tingin ko, through people’s initiative. And I will do it. May awa ang Dios, bigyan nyo lang ako ng pagkakataon bilang Pangulo ng bansa,” Moreno said.

The 47-year-old presidential bet said the concept of Party-list has been bastardized that even the rich can be Party-list representatives and a number of party-list groups are even extensions of political dynasties and local contractors.

“Are they really representing the marginalized? Are they really representing the intent of the law when it was crafted? Ayun po ang tingin ko. Kailangan tayong gumawa ng isa pang batas, through the help, marami naman tayong magagaling na mambabatas or maybe through people’s initiative. Isama ko na siya sa people’s initiative na proposal ko for a change of political system natin,” Moreno explained.

The issue of corruption with special focus on the reported P700 billion from the national budget that is wasted on corruption was the first issue asked by moderator and veteran broadcast journalist Ces Orena-Drilon to the nine presidential candidates who were present.

Asked about the cause of corruption (whether human weakness or faulty system) and the corresponding solution to the problem, Moreno was quick to answer that the system is the cause of corruption.

“It’s the system. To solve it is to limit human discretion in government transactions by adapting to technology. Yun yung specific kong gagawin katulad nang ginawa namin sa Maynila. Binigyan namin ng pagkakataon na makapagbayad ng buwis ang tao ng wala siyang kinakausap na sinoman. At siya’y nakapagbabayad nang matiwasay. Hindi na siya nagiging biktima ng mga fixer na pagala-gala sa mga ahensya o departamento ng gobyerno, at ganun din ang mga negosyante,” Moreno pointed out.

Moreno continued: “We created certainty in our rules so that they will be notified ahead of time on what they are going to do. These are the things that we have done. At sa awa naman ng Diyos, at nakita po ninyo, even DILG for that matter, after a year of governance being the Mayor of the City of Manila, (the DILG) gave us, more than 10 years of its existence, binigyan kami ng good financial housekeeping. Nagawa sa Maynila, kayang gawin sa buong bansa.” #
